I hesitated between water and winter and I still don't know what I chose, but here is what I made,

When I look at your picture, the first thing I can remember are those small icicles that used to form in the freezers of 80-90s refrigerators - Tiny, crystalline, cool with a hint of a fantasy element and thats what ur neck too represents to me
